  • I don't get it either. Who was this letter sent to? And what's wrong with Blevins starting his own business? Isn't competition good for the consumer? Aren't there other city employees who own businesses, too?

  • To: so what's the issue? - I would think it would be illegal to be in competition with the new privatized company in the same area, doing the same work. Most contracts have a no competition clause and certainly not from the people who originally did the work. Let's assume, Blevins could take 25% of the customers in the city from the new privatized company, I believe the City of New Albany would still be obligated to pay the new privatized company the orginal agreed amount. Was the amount 1.3 Million. Isn't Blevins a city employee. Now if you can't figure that one out, call your councilman, perhaps they can explain it. Or maybe not! It is important to ask questions, but more important to demand an answer.

  • anom 11:27: Oh, we are really scared now. You might wish to look up the word defamation in the dictionary. We see questions asking about the intention of the recently organized Sanitation Department and flyers signed by Blevins distributed publically in the county soliciting business for a newly formed Sanitation Department. If the attorney for the city council would represent Blevins then there must be more to this new business than we presently are aware of. We believe the attorney for the city council is to advise the council about legal issues not defend all the goings on of the city council members. If Blevins wants to do something really productive, he can go back to the county and collect his flyers, which is litter, out of the MAILBOXES (which is illegal) and that would be a beginning to clean up Floyd County. Everything comes to light in time and this will also. Just our opinion.

  • CM Blevins did not recieve the privatization contract from the city. That contract went to a non-existing company, which is being formed without disclosing the partners, exclusively to take over the City sanitation services.
    (except for the Housing Auth. the biggest losing customer they have)
    That one will be called "Southern Indiana Waste Systems".
    Blevins is attempting to take a run at his own business with the
    start-up of a competitive source called the "N.A. City Boy's Sanitation Department".

  • we would wonder too who the owners of the first "phantom" company are, too. We can't seem to find time to get to the library & research 1984 to find some info about the main man mentioned in those minutes.

    The contract WAS DRAWN UP without a "non-competing" clause, which gives Councilman Blevins every right to pursue this "dream".

    The issues are to us the following:

    1. Get that tax id from the state

    2. Has a job at the Street Department, starting his own sanitation department, is a preacher, and is a City Councilman. How does he find the time; and by the way, who's paying for the cell phone on the letter, and when is the letter being distributed?

    3. Forgot where it was distributed, we can not reveal our sources, so sorry. Jobs are at stake here.

    4. There is a guaranteed amount to be paid to this "newest" company but in the process they are using everyting we own free of charge while the "rest of the contract" is being worked out. WE GOT A REAL PROBLEM WITH THIS ONE.

    5. Have a good evening, NA.

    Read somewhere today, courage is not just asking the hard questions, but being able to hear the answers is where real courage may be required. How appropriate.

  • MYOB, Mind Your Own Business...how does that song go. Read somethin' about it in the paper the other day, along with Benjamin Franklin, of all people.

    Remember, New Albanian, there are no issues here on SOLNA, so stay with you and yours, link up like someone suggested to the SO Ind Chamber of Commerce and actually do your good deeds there.

    Having never seen you thank any citizens that could possibly be on here and frequent your establishment, which makes you SOOO more successful than the rest of us...tells us a lot, huh?

    Our family agrees with the lady from Sellersburg which was a guest writer in the Trib, MYOB.

    Can't add anything to the issue; don't know anything about it; maybe that's the rub.

    Other than that, we will simply take the attitude of "ground clutter" as some people have so wisely attributed your attacks. Ignore, Ignore, Ignore, maybe the whole durn thing will go away. What do ya think?

    Actually, it's mind clutter.
    He simply must prove that no one in New Albany is as smart as he is, so he can't just let it go. It's a clinical thang.
    As for beating up Steve Price and his analogies to a household budget when it comes to his fiscally conservative motivations, we would like to offer the following info:
    "The governor is doing with the state what a family does with their own finances. If the debt is large and we have been living beyond our means we make tough choices that no family member enjoys. We sell unnecessary assets, trim fat out of our budgets and look for increased sources of revenue."

  • Furthermore, gathering up tax abatements might just help things a bit in that "...increased sources of revenue" area he speaks of.
    The Freedom of Speech blog revealed the City's total tax abatements, and revenue loss.
    It is an interesting itemized list, but I will only take the space to repeat the summations here:
    Real Estate Abatement Total .................$20,018,800
    Personal Property Abatement Total .....$9,729,940
    Total Abatement.......................................$29,748,740

    In turn, New Albany is putting the "costs of doing business" on the backs of rate-payers and citizens to make up the dif.
    Now they want to back bonds with citizens Property Taxes for 17 years. This is an entirely foolish thing to do.
    I don't care where one stands on other issues at hand in New Albany, but this is a basic -bad idea- from someone's imagination.
    I vote for a vote.

Must not want to know. It's just a joke, at our expense. What the hey? The hey is "they" can't figure out it's our hard earned tax dollars, and theirs, technically; but by gosh, we are paying them to TAKE CARE OF 'EM. Wouldn't it be nice? What a thought.   • As I read the blog, I was reminded what I had heard years, and years ago. Louisville was the rich uncle, Jeffersonville was the slobby sister, Clarksville was the spoiled nephew, and New Albany was the old maid aunt. I heard this 35 to 40 years ago and you know, by golly, I think they even had it right all the way back then. Old maid aunts just cannot get it, they let people walk all over them, including the spoiled nephew, they don't complain, other than to themselves and they have no plan for a better future. They are never going to change because they do not know how. This is how they do it, this is how the old maild's parents did it. This is just the way it is, and she shows little concern about new neighbors or for someone who may have a better idea on how to do things. People do not visit her much due to odor. Think about it!

  • Yep, and the Old Maid may have passed away and now her greedy nephews and nieces are squabbling over "nothing", because NA is broke.

    Good to read the Budget hopefully will be in in February. Good to read they are looking at the budget items again. Good job today, Tribune. (Even if it did have New Albanian's letter in there.) Everyone is allowed their own opinions; and we have ours.

    Still say Mr. Mayor, there is no non-compete clause in that contract (we wouldn't know about the one still being finalized). Please let us in on the State Law that would prohibit such a scenario as is unfolding.

    Looks like the Tribune will now have an electronic posting sight. Good. As a reader for the past 15 years, things seem to be looking upward for the ole Tribune.

  • Another point is that the Mayor said Blevins cannot compete with a City service.
    However, sanitation is no longer a city service: He privatized.
    A private company is fair game for competition the last I knew.

  • Someone said that the Mayor did not include a "no competition clause" in the contract signed with the new garbage collection company.

    And-- that left the door open for other companies to come in to NA.

    Is that true?

    Why can't they find out the names of partners in the background of the new company that the Mayor and Board of Works signed the contract with. Aren't there legal records somewhere in the city or state records that show the partners names?

  • Let's go ahead and open this can of worms, since they are so anxious to get to the bottom of things.
    We have a lot of questions we want answered, and we want to know what other "conflicts of interest" are going on Downtown.
    There is nothing to prevent any other garbage hauler from soliciting business in New Albany.
    Have you guys looked around at the piles around some of the businesses in town?
    Pretty disgusting.
    It just goes from bad to worse with every stupid decision.

    Remember the ?'s raised about businesses not being included in this contract raised on this very medium by citizens?

    Remember the answers to the ?'s, at that particular point in time?

    Remember how the City Council was informed, alongwith the Council Attorney, Mr. Ulrich, the INDIANA STATE LAWS associated with disposal of our equipments, blah, blah, blah...

    If we don't have a sanitation department anymore, which we can't even figure that part out (yeah, we're going to keep 3 guys to pick up the Housing Authority & Business)...can't figure out which 3, except we "hear" rumored -- should I underline that word, Blevin's brother remained. Guess that will answer one of "his" partners -- what they hey do we the taxpayer know? It's only our monies, right? Who's fighting for all of us, equal representation?

    All we can do is literally pray the worm is turning, hopefully based on more insight, getting through the learning curve processes, and recognizing what is REALLY GOING ON DOWNTOWN. We will try and help clean it up, however we can. We've worked too hard to stop now.

    Thanks for taking that turn at a new type of electronic medium, Eastender. What a big undertaking by getting what information out to concerned citizens and taxpayers ASAP, only for their pondering of the issues. Let them come down on which ever side they would like to come down onto, but the derogatory, and hypocritical remarks will hopefully cease.

    How many times have we preached the word TOLERANCE on this blog? May want to search it out, and to have the New Albanian, after all the BS we've read from him, to even utter that word in today's Tribune sort of makes me wanna............. Reminds me of being in college and having a few (well, maybe more than a few) brewskis with your buds and you would get so philsophical and hey, we'd even argue over the weight of white bread vs wheat bread. The New Albanian reminds me of those days, with all of --how did Granny word it, yeah, those $10.00 words. Who needs it. Wish him well after the spout off today, he didn't take that Sellersburg lady's advice to MYOB.

  • The sanitation contract is loaded with problems and there are many questions left to be answered.
    Nothing new, or different, from many other departments in the City. Lots of issues before us.
    Thanks for the words of appreciation, they are what makes this a worthwhile undertaking.
    As I've stated before, this blog is designed for civic activism, and that means pulling back the curtains and letting the light shine in on the problems in New Albany. Then maybe we can fix them.
    Doesn't mean there's not good stuff that is, or can, happen, but
    we are not here to 'sugar-coat' our situation, or to turn a blind eye to the problems, hoping they will magically disappear.
    In that vein of community networking, people can ask any questions, talk about rumors they've heard, tell us what has them concerned, or anything else they want to discuss.
    Furthermore, they can do it anonymously if they wish. It makes no difference what name is behind the words, it matters what thought is behind the words.
    One must understand that to find worth in any word is to find worth in the balance of the entire thought that brings forth the word.
    New Albanian allows little worth to any word used to form the thoughts of any individual other than himself.
    Except maybe those that happen to agree with his own ideology.
    TOLERANCE, in his world, is reserved only for those he deems worthy of it. Which negates the entire concept anyway.
    He doesn't understand the meaning of such simple words.
    You're completely correct in your assessment of his "selective reasoning".
    That's what negates any worth in his words, for us, in this forum.

  • Am I correct in that some posters here are worried that the new "City Boys" will be competing with the the company(SIWS) awarded the contract for NA pickup? I mean competing for pickup at residences in NA. I'm a bit confused. (I know that is it not major news to some of you)

    Please refer to the sanitation contract and the 1.11 section about 12,000 households.

    Legally, the Mayor says he can stop any firm from coming in, including Donnie Blevins. We maintain there is not a "non-compete" clause in this contract and anyone can come in here and solicit our garbage pickup.

    Wish the Mayor would simply state the Indiana State Law that he says prevents this from happening.

    Probably, if the truth be known, 1/2 of NA would probably sign up with him. I know we told him to go ahead with us!

    I'm probably all wet (again no surprise to many) but is not NA collecting the trash fees and then paying SIWS? So if a residence in NA signs up with anybody else won't that residence be paying twice? Once to NA and once to the "other guy". How would a residence opt out of paying NA?

  • Just a comment here. Throughout history, it has not been the nice, quiet manner, good guy, cry baby who changed history. It is the obnoxious, outspoken, willing to go on a limb for what they believe is what changes thing. One thing for sure, Newanbanian has sure stirred things up and has ask the hard questions and , in my opinion, he is exactly on target as far as what needs to change in New Albany. Further, it is my belief that he has the best interest of New Albany at heart. Also, don't you think he is really cute? Go Roger.

  • Rumor has it, anyone who wishes to use a private hauler of their choice would simply call the billing agency and tell them they are using a different company and to stop billing for that service.
    IT'S A PRIVATE COMPANY!
    We can't be forced to pay.
    Especially once the "details" of the privatization contract are revealed and we see where the real conflicts of interests are.

    Thanks. I was not trying to argue. Had not heard that "we" may be able to get out of the NA fee. Not that I would necessarily. I would, however, be surprised if that was the case. I believe that we can be "forced" to pay. Just like we were when it is was a city owned service. The city is still providing the service--it just is providing that service through a private contractor. Most cities do not build their own streets but contract out to private contractors and we are "forced" to pay.

    Again, I am not trying to stir the pot. You may be correct. Guess we will see. Thanks.

  • I don't think a private citizen can opt out. Here are some selections from the city ordinances:

    § 50.01 SUPERVISION OF COLLECTION.
    All refuse accumulated in the city shall be collected, conveyed and disposed of under the supervision of the Sanitary Superintendent.


    § 50.09 ELECTION TO REMOVE GARBAGE BY PRIVATE HAULER.
    (A) Any commercial establishment, industry, apartment building or institutional use may elect to have garbage removed by a private contractor, provided that:

    § 50.99 PENALTY.
    Whoever violates any provision of this chapter shall be fined not less than $25 nor more than $100, payable to the City Clerk as provided in Chapter 37.

    Just my opinion, not sure if it is right.

  • To IMAHOOSIER, and The Last Non at 2:29 pm, we do not have a "sanitation department" any longer, right? Kept 2 or 3 guys down there simply for any businesses who wanted to participate, and for the New Albany Housing Authority.

    Therefore, City law no longer applies, and I again, would like to see the state statute the Mayor referred to in reference to Councilman Blevins.

Almost 4 hours after my original post there was a response and then a few more. Thanks to all who responded, whether we agree, disagree or just don't know.

    Now look at approx. 1:00. A comment by NAC, a comment about NAC and two comments about that poster. All in approx. 45 minutes.

    I don't know if ANYBODY can talk about "clutter" without taking a strong look in the mirror. Myself included.

    As a contrarian and an atheist, seeing such a blatant religious advertisement on my cash is only mildly annoying, because when it comes time for me to spend it, my concerns are less with the unknowable deity being blurbed than with my loot’s continued viability as “legal tender for all debts, public or private."

    This God may or may not be many things, but He is neither the US Treasury nor the Federal Reserve.

    Now, back to the rental property inspection issue. It's a legitimate issue. Here's something to discuss with which probably all of us are close to agreement.

  • Don't know who the "sanitary Superintendant" is. Wish we could find out which "3" were left! Working hard on that one!

    New Albanian: We couldn't agree with you more about the absentee landlord & slum situation here in NA. Neighborhood groups worked together, when the Tribune did publish the eye sore of the week, with Council (which unaninimously I think) supported, concerning rentals. There was an old dumpster which had been sitting in the front of one of oldest buildings in NA for twenty (20) years. The Council and community helped pass an ordinance to OUTLAW dumpsters on a front lawn of a residence, unless it may be there temporarily for removal of remodeling. We also worked with several Senior groups as they complained the BIG companies from Louisville were coming in the middle of the night and waking all up at obscene hours. We also had a commercial property in our now "mixed" planning, and one was throwing us all out of bed when that dumpster fell back to the ground.

    The Council Members involved in helping us try ANYTHING were, let's see, Don Gibbons, Mark Seabrook, Larry Kochert, Bill Schmidt, Letty Walter, can't remember them all, and I apologize for that.

    We wonder if the true rub of why we can't enforce our building rules, etc., is because we do not have a City Court? Not sure, but it could be a possibility.

    You would absolutely have to have neighborhood groups UNITE to fight the slumlords of NA. They do have a lawyer, we watched them take up a collection, in the audience DURING the Council meeting. We all would have to find somehow to fund the thing to fight it, and the City just doesn't have the money now paying for those past mistakes.

    We are all still concerned with the state of housing in this City. Unbelievable...

    Now, back to sanitation issues, Mayor, why are two of my sanitation trucks sitting down -- where, at Bennetts? Might be wrong on the name of the impound lot, but have they been scrapped, salvaged, what is going on with our equipment. Thanks. Our opinions.

  • Garner probably can't tell anyone anything about an ongoing investigation into the "sabotage" at the plant, among other things.

    The "political spin" has already started. It aired yesterday on the New Albany High School Channel. Those who would like to seem them, we're sure the school would let you have a copy.

    Our interpretation of this "spin" is simply a start to his campaign in two years, using our TAX DOLLARS (by using the HighSchool). How many times has the public tried to get the City Council Meetings aired?

    Now, do you not feel the citizens of this town have the right to rebut the comments made this week, and we were assured more were to follow? WE DO... We have some work to do quickly, taxpayers.
    The School Superintendant's name is Dennis Brooks, and is a very approachable gentleman, from what I know. Judge Lee Cotner would be another to listen to reason. Rebecca Gardenour is another person who will listen.

  • We feel that is why he has started hanging out with the bar owner and Destinatins and the group called Progessives. The other Democrats have deserted the ship, hopefully. Do you feel they have a clue when the Assistant Mayor, oh, I am sorry, I meant the Operations Director, who is a preacher, sits on the bar owners' lap at Council Meetings.

    As someone else said, birds of a feather flock together, and if you think ALL KINDS OF PEOPLE HAVE NOT NOTICED, we would beg to say you have no awareness of your surroundings nor how you present yourself to others. ACTIONS SPEAK LOUDER THAN WORDS. We've heard the words for going on yada yada yada years, and the same ole actions. Maybe the "Baylors term of the Gang of Four" may actually turn into a "Gang of Six, or Seven" -- who knows.

    We'd like to know if it is one or two of our trucks at Bennetts and if it is simply there for storage, why and how much? Thank you for the space and our opinions.

    Mayors have been interviewed as the head executive of the city for years-----in fact it may be done again with the students asking the questions-----after a filing date for an election---then the other candidate would be offered a chance to respond---in other words, step up to the plate and you will get your chance. I would love for them to air the council meetings with some of you speaking, so everyone could hear how really stupid most of you sound. I think you have the right, as you do and it adds a little comic relief to my day

The handling of the city garbage should be a government department. By giving it to a private contractor are garbage charges could rise and fall at will the company could have employee issues etc...

  • I guess what screw up isnt enuff for the city. I guess they have to do the aol thing and double bill us. I realize its not so much a new albany screw up more of the state doing its aol thing. Raising our water bill by adding a fee for storm drain repair is a sign of stupidity of local and state government. Simple solution is less talk more action. Our sewers wont get fixed by debating they just need to get off their butts and start fixing them. they have not even solved that problem now they wanna make it worse by adding the storm drain. the state is stealing from us. we already pay for sewer and storm drain repair so adding on a extra charge is simply theft.
