BUDGET HEARING
Tonight's Budget talks are promising to be full of information concerning the annual budgetary allowances for each department, and all staff, within the City.
With all the questions concerning how many departments are costing substantially more than their budgeted amounts (street dept. -$700K), following these talks is one of the most important things we can do as citizens to educate ourselves about the spending habits and requests of each department.
I'm also looking forward to hearing Jimmy's pitch on why he should deserve a raise after his dismal performance, and the public's poor perception of his abilities. Who else will he ask to give raises to?
The talks will go on for a couple of days, so prepare yourself to sit through a lot of hours of rather boring details, but you'll be glad you were there. Actually, the best thing to do is to partner up with folks and take shifts. It gets to the point of sheer torture after a few hours.
We have other issues for a later posting, but we wanted to remind everyone about the meeting tonight.
Remember, there is no public speaking allowed. This is a sit and listen session only.

Well, the budget hearing is over for the most part tonight.
Not one Council member DARED to bring up the police cars.
The Mayor (sorry) flat out lied saying the EPA was now requiring them to fix the Robert E. Lift. In 1997, it is in an AGREED ORDER with the State of Indiana to fix it in 1997, not 2006-2007. We have paid this money over and over again, and now they want more.

It figures that the mayor would be telling "I don't know" stories about the EPA agreement and required expenditures.
That Robt. E. Lee project has been on the to-do list since 1997, and it has been included in every report and every agreed order ever since.
As Chair of the Sewer Board, Garner should know exactly what has been, and still is, required by the EPA. Didn't he renegotiate the orders recently to get those 150,000 credits released?
Sure he did.
Didn't he, along with others, make a trip to Indianapolis and talked directly with the EPA officials?
Why, yes. I believe he did.
Surely, Sewer Board (and Developers) Attorney Greg Fifer TOLD the mayor and Sewer Board Chairman, James Garner, what is in the agreed orders.
Of course he has.
Mayor Garner signed the latest agreed order.
Is he in the habit of reading the documents he signs on behalf of the City of New Albany?

Every friggin thing Garner touches turns to shit. He is screwing the taxpayers because he does nothing but makes mistakes. Which is costing us taxpayers. Everything that happens is an I don't know deal. He spends our money wastefullly and then expects us to pay for his damn mistakes. He refuses to take blame for amything. And thinks now we are going to sit back and take his shit. Am I mad? He can build the friggin swimming hole as it is a $maker for him and shane. But he can take money out of sewers and use it for God only knows what. And expect us to cover his screw-ups. Watch citizens he is going to screw the Street Dept. and the employees just like sanitation.
Idf there is a way to "recall him" we need to be find away to get his ass out of office. He is the worst Mayor Na has ever had. Regina was and is a saint compared to him.

The 911 operators gave up their raise in 2006 and will (possibly) receive a 3% raise in 2007. This still leaves them behind the rest of the City workers who did receive a raise in 2006.
The part time Animal Shelter workers only make $6.35 an hour!
At the same time the City Police will receive a 4% raise and still no word on doing away with the take home car policy.
And our Mayor budgeted himself for a raise of $5,000 which amounts to 6%. He agreed to "cut back" to 3% last night.
Why do the City employees who make the most money (Mayor, Police, Fire Fighters) demand the most and the lower paid employees (911 operators) agree to less for the good of New Albany? The Communications Supervisor (sorry I cannot remember her name) works 2nd and 3rd shift most of the time to cover for absent workers to keep the overtime costs down. Now that is dedication. She and her staff should be rewarded instead of being asked to accept less.
I believe the Mayor should lead by example and give up his raise so the funds could be budgeted for other departments. Do something to help your employees Mr. Garner. They do a lot to help you and New Albany.

Seeing SEWER REVENUES have FALLEN DRASTICALLY in the last two years (just can't figure that one out), I truly believe we can get every person in this town to not pay their sewer bills for ONE MONTH; then let's see what they do about the ones not paying. I'm tired of the SELECTIVE ENFORCEMENT BS and tired of paying and the politicos and their friends riding free.
How in the hell do your sewer revenues steadily decline over 2 years? After expanding the plant -- hey, what happened to all of that money Ruckman was going to bring in?

Given the ugly condition of the city's finances over the last couple of years, it is infuriating to know they are making budget decisions based on lies and bad information.
Playing dumb about the EPA required repairs is an insult to the council and the public.
The mayor deserves a 0% raise, and the Police Department needs to agree to stop the take home car policy since we are replacing cars with such high mileage!

This storm water billing has truly gotten out of hand. Some residential properties are getting commercial fees, renters are getting billed (not the property owners, as required by law), someone got 18 bills in ONE day.
And they want to bring the sewer billing back in house? Do you know they stated last night they were only 1% behind on sewer delinquents? Surely Mr. Fifer meant over 1 million -- we agree with the other poster -- just pay the water bill. If they aren't going to make their buds pay, why should the rest of us? Can you imagine what they might be saying in a month?
How did the revenue for the sewers decrease? With all of the new development, tap-ins, Ruckman supposedly to bring us bunches of monies in (again, that would be Fifer telling that one) -- what happened?
Someone sure has A LOT OF EXPLAINING TO DO, and we DEMAND it be sooner than later.

So, what would make Garner lay the sewer costs at the feet of private citizens?
That's a real cop-out, and a bunch of bull!
He's only mad that the Potty Police are watching out for us when it comes to the sewer mess and all the promises made to the EPA.
Does he think they could get out of those costs if no one was paying attention?
There is the matter of the 2 bond payments ($540K) that came up "missing"...
We know they don't really want to FIX the sewers, hell that could have been done a LONG TIME AGO.
They've been spending the monies on too many other things, so now they need more.
This proposed rate increase is going to fail for lack of proper documentation of sewer fund monies.
But he will keep asking for more to make up for the inproper spending of funds and supporting other city departments out of the Sewers.
