Scribner Place: Beating A Dead Horse!

It has become painfully obvious that the Scribner Place project has become a complete disaster. With absolutely no help from a dissenting public, the project seems to be dismantling itself right before our eyes.
With the need for re-bids now a certainty, costs are likely to skyrocket given the predictions of most. Plus, any more scaling back of the project will probably buy us another disaster like our infamous Firehouse the Chief is so proud of. So, where does this leave us in terms of enthusiasm and/or confidence in the likelyhood of the Scribner Place project ever becomming a reality?
Let's discuss all the happenings that have surrounded this controversial use of scarce resources of funds, and try to determine if this is just a bad idea gone horribly wrong, or if it's really got a chance of still being worth all they say it will be.

  • If Scribner Place does not go forward, our city faces a serious prospect of becoming Gary, Indiana South.

    These last problems would actually be relatively minor, although certainly frustrating, if not for the naysayers of our city who have turned what should be a "no brainer" community project into a drawn out quagmire. So it has to be rebid and costs go up $500,000. Any other city would just go back and put a little more money into the project. Over 20 years, even with interest, what is that? $50,000 a year?

    But not New Albany. We will have to deal with those naysayers and council members who will use any possible excuse to kill any project they can, no matter how important that project is.

  • There has been so much work put into figuring out our sewer problems and how much more money they are going to need(read: want) that it seems unreasonable to keep chasing this Scribner project despite the fact that whole thing has gotten completely out of control.
    One gets the sense that about all it would take right now is one good huff and a puff to bring the whole house of cards tumbling down.
    New Albany is certainly a city on the edge, but I doubt that it's the edge of any "rebirth" for downtown economic viability.
    Rather, we are a city at the edge of cleaning house over this Sewer Utility fiasco.
    Meanwhile, they are down to selling us less project for more money and still trying to convince most of us that it's a good idea to do this thing at all, or at least all at once.

  • Fixing the sewers does not mean you stop everything else. There has to be investment in projects like Scribner Place or the city will die.

    Louisville is going to spend $800 million to fix their sewers. Indianapolis is spending over $1.5 BILLION.

    It's just like a Real Estate transaction. The buyer brings the money and the seller brings, and I don't care on which side the closing costs show up, the right or the left, sellers don't bring money to a closing unless they're upside down on their mortgage.

  • Personally, I am tired of the whining about "sewers, sewers, sewers,", "no monies, no monies, no monies".

    Part of the reason we are in the shape we are in is because the PRESS felt exactly the same way. SEWERS aren't SEXY enough to write about -- forget how they've blown fixing 'em for X amount of years...maybe that's why some of you don't realize we do not have an INFRASTRUCTURE TO BUILD ANYTHING.

    It is certain not this Blog's fault the "sewer plan" failed. For the amount of monies this city has spent, they could have dug all new lines and laid all new pipe.

    It is certainly not this Blog's fault there IS NO MONEY, and maybe, just maybe, the Banks are paying attention this time. Maybe the Federal investigation (no, Mayor, it is not just about the SRF monies) will help taxpayers slow down the madness in spending; or at least put it in the ground and fix the durn thing - hey, what a novel idea!

    Maybe we should rename New Albany to "The Developcrat City". No impact fees -- taxpayers pay all, come on come all...

    The article in the Tribune absolutely backs up Valla Ann Bolovschak's comments at the City Council meeting a few weeks ago.

    Mr. Sartell must have forgotten where that 3.6 million dollars EMC recieves comes from.Does Kay Garry ever send EMC a check from the city? Hell yes, and whose name is on that check? John Q Public...Taxpayers!

    Do Mr. Sartell and Mayor Garner realize this makes Vala Ann's case concerning wasteful spending even stronger?

    The Mayor stated the Fire Dept. bought his truck and Mr. Sartell stated the Sewer Utility purchased the truck and the Board of Works paid them back. So who actually paid the Sewer Utility back for the Mayors truck? The taxpayers did.

    And those shrubs! Mr. Sartell said the shrubs were purchased at the suggestion od the Sewer Board and other citizens. First of all the Sewer Utility spent $4900.00 for schrubs. My question is why did the Sewer Board spend money they did not have and then now asking the Council to raise the rates? And Mr. Sartell, who were these other citizens who wanted the shrubs planted?

    As a taxpayer of New Albany doesn't Ms. Bolovschak have a right or any rights to question wasteful spending?

    And now after all of this the Sewer Utility asks for an 11th hour vote to borrow money and raise rates!

    Who do you think the taxpayers will believe? Mayor Garner? Mr Rob Sartell of EMC? or Ms. Valla Ann Bolovschak a taxpayer?

    The Mayor and City Council and Mr. Sartell not only underestimate Ms. Bolovschak but they also underestimate the taxpayers and voters of New Albany. The citizens are not buying this need of a rate increase nor this 11th hour do or die vote now, worry later attitude!

    Ask yourself one question:
    Could Mr. Sartell be concerned about the EMC contract coming up in Dec. 2007. If Mayor Garner is not re-elected will EMC contract be renewed? 3.6 million dollars is alot of money to lose!

    Was it wasteful spending?

  • It seems that virtually every proposal the Mayor has put before Council in his term has been in need of a "panic vote".
    Why does he "wait" until a problem is so severe that it is presented as needing a solution IMMEDIATELY?
    Or, could it be that it has all been manipulated on paper to appear in need of hasty resolutions? Hmmmmm
    Sanitation, Stormwater, Drainage, General Fund, Street Department, Sewers, etc., etc., etc.,

    Why aren't the right questions getting asked?
    We want to know how in the hell the street department suddenly starts losing an extra $300K a year, and if it's because of the sanitation privatization then shame on us!!!

    Meanwhile, we're about to be taken to the cleaners, so to speak, over this Scribner Place deal.
    Now they say they need another Rate increase????

  • With yet another ridiculously phrased question in the Tribune, seeking opinions (supposedly) regarding the proposed sewer rate increases, we would like to give a shout out to Yvonne Kersey for nailing the answer, and the askers, to the wall.
    Accurately bringing the REAL issues of mismanagement and unaccountability to bear on the question, Ms. Kersey aptly places the proverbial ball back into the court of the questioner.
    We do, truly, find the Tribune's attempts to trivialize this rate increase request quite irritating.
    Presenting the issue as if it were a matter of a mere few dollars is an insult to the intelligence of the rate payers, and a testiment to the lack of integrity of the local paper. It would be difficult, if not downright impossible, to convince most of the folks hereabouts that the city administration is NOT controlling the "spin" of local news reporting and fact gathering tactics.
    And tactics they are.
    Time to wind up the counter tactics.

  • We aren't talking about that issue. Those bond payments and monies were to have been put away and were allocated by Council when we got the $44 million.

    That is not the issue. The issue is they want more monies because they misspent the $44 million and now say they want to do what they were suppose to do in the first place. Blah.

    It really is confusing, but that's exactly what they want the taxpayer and citizens to be -- confused.

    Heck no, it ain't sexy talking about SEWERS, but, unfortunately, someone has to do that "particular job". The City can't fix them, maybe the EPA will. The City has had oh, let's see, maybe 10 to 15 tries at fixing them. We've given up on them fixing the infra-structure. Too much money involved for the lawyers, to get the bonds and then to fight the EPA and the State. Lose, Lose, Lose proposition.

    That's all it is.

  • I think Damon was asking a good question. What do we do now?

    Assume $44 million was misspent. Assume another 5 million or so was taken out of the sewers and used for other purposes. Assume it was incompetence, criminal, or whatever. It is spent and gone.

    What is the solution, right now? The 3 or so million isn't going to go very far. There may be some TIFF money but not enough. I see a lot of blame thrown around and a lot of brave "Hell no we won't pay". Believe me, we will pay, one way or the other. What is the solution, right now?

  • To me, IAMHOOSIER, and as a person personally visited by the "investigators" twice in my home, maybe we should all wait and see just what is.

    They had "just cause" when they came into town; the situation will be handled.

    We aren't saying there aren't ever going to be sewer increases -- that's simply a fact of life. The feelings we have is I can trust what they are saying to me; I can't trust the financials and if we can convince the State at that August 8th hearing of "lowering" our payments (sure hope it isn't one of those balloon payment kind of things).

    There are so many things going on behind the scenes most of the public aren't in on. I certainly can't offer an apology on that one, we've made our views known.

    I feel we let this all play out and retrieve the surety bonds from the "BIG" Engineers, if there are any; and when you can purchase unlimited minutes for a cell phone for $100 a year, Park's 11,000 phone bill has to stop.

    Fair enough answer and I will admit that surety bonds had slipped my mind.

    However, my guess is, that proving default will take a large amount of time. Can we wait or, even better, will the EPA wait? What happens if NA loses the surety bond case? Would it not be better to raise the rate and get on with more(or the same)repairs. At the same time pursue the "missing" money, the surety bond, etc. When and if these are collected, put the money in the sewer department and lower the rate.

  • And it just gets better, citizens of New Albany.

    Do you know it came public last night that Meiers had not been paying a sewer bill, because supposedly they had a "fault" meter? The bill they owe is $12,000.00. To top it off, we have a major SSO out at Meiers (sewer manhole overflow) "they" can't figure out.

    There was a car wash that hadn't paid, but they finally collected the money, supposedly, of $16,000.00.

    They "guesstimate" another 430 people are not even HOOKED UP TO THE SEWERS. I say there's more than that.

    Certain citizens were lied to and told not to come to the Council, it wasn't going to pass. The people who lied, a Councilmember and another who said he was legally advised not to. TWO of 'em.

    Lose my name, my number and any thing else associated with me and mine. To whom I am speaking to, ya know who you are. Finito.

    Knowing IDEM was in with the CID division, I hope the meeting falls FLAT on its face based on these false financials. And I sure hope Maury Goldberg prints the "rest of the story", right Maury? Remember, about the money you all set aside to make these bond payments and how I was right about there being no money? It would be of great use and need about right now. Thanks.

  • Council was also informed by Rosenbarger today the YMCA plans to go to Redevelopment and get an "industrial loan" through EDIT money in order to build the Y. I knew I was going to end up paying for that thing.

    This madness has got to stop, and we will find a way; I have my faith and definitely I'm on the right side of the fence. Hang on for a bumpy ride.

    It is a shame that some one will have to go to jail before this madness ends; but hey, you reap what you sow -- just don't come crying to us. Please, just don't make me pay their attorney fees, too.

    Congratulations for more nepotism at City Hall on the hiring of Kay Garry's daughter as part-time Attorney. Keep that nepotism up.

    This time, this time good will win. Too many people know, too many people care, and those sitting on that Council that didn't give a rip about the finances, you're out of there. Mark our words.

  • Besides mixing government and religion, which once again we were assured wouldn't happen, the Redevelopment Commission has decided any extra EDIT money coming in should go to back up the Bonds for the Y and our property taxes should back up the bonds for Scribner.

    Now we understand clearer why some of the Council voted the way they did. What in the hey are they so afraid of?

    These bonds wouldn't have been sold in the first place (the one's we supposedly can't pay next year) without money being pledged somewhere to pay for them, and there was and there is paperwork to prove it.

    It may be time to bring Keith Henderson in. He distinctly made it clear he took a cut of those bonds because he needed malpractice insurance for them, right Keith?

    There are moneys missing, a bunch of it. Mr. Kochert knows it. Mr. Seabrook knows it. Mr. Fifer knows it. The Mayor knows it. Maybe, more importantly, the Federal government knows it.

    Mr. Fifer, do you know we have you on tape saying there is a three (3) year time limit for filing those liens for freeflushers, past due sanitation, demolition of dilapidated housing, etc.? Now you say you "don't remember saying that"? Ha. You were also given a list of liens to file two years ago and you never did.

    We asked Mr. Kochert if you ever filed the ones you were told to by the Sewer Board in '03, and Mr. Kochert didn't know.

    We have got to take this City back, people. We are in trouble.
    Let them say we are this and that and the other. Sticks and stones never broke your bones, so let's take some of this stuff home and FIX IT. Personally, I'm waiting on the Feds.

    Tell me this everyone. If the Council pledged X amount of dollars to the "dilapidated building fund" EVERY YEAR, no matter what the balance was - where is that money? Why did they not file a lien for the property at Pearl & Spring, which burned? Why didn't they go after the insurance company? Why did WE pay for their demolition? Do WE by chance know them?

    A million questions, with no answers. It is truly sick.

  • BTW, did you know this kind of scenario played out with the Parking Garage. The Parking Garage was going to rejuvenate downtown and be paid for by TIF. The only problem was, there wasn't enough TIF.

    Taxpayers have been paying $615,000.00 per year, plus the utilities, plus the maintenance for the elevator (ya know) and still are, until 2008.

    We now understand why they didn't want the EDIT money for the Sewers. The EDIT is an income tax which only comes out of paychecks. Guess who gets to pay for the Y? And Scribner is backed by my property taxes. I don't even want to know if it can get worse. Now I know who voted why they voted the way they did.

    For shame, for shame.

  • Why can't you understand roger we have to raise your sewer rates to fund Scribner Place. We are paying thousands of tax dollars for the accounting firms to tell us that we have to raise your sewer rates to free up money for "Progressive Projects"
